Director Information Technology & Information Mngm

The incumbent will be responsible to the Permanent Secretary responsible for Information and Communications Technology for performing the following duties:-

• Advising the Minister and Permanent Secretary on policy and planning issues relating to the sub-sector.
  Coordinating the initiation, formulation and implementation of policies, laws, regulations and standards on information technology.
• Reviewing policies governing the operations of the IT sub-sector in consultation with relevant stakeholders.
• Reviewing international protocols and conventions and initiating policy changes to bring local operations in line with such developments.
• Reviewing plans and operations of parastatals in the IT sub-sector that are under the jurisdiction of the Ministry.
• Providing policy technical advice and support to Ministries, Departments, Agencies and Local Governments on all matters of information technology and information management services.
• Providing guidelines and technical support or establishing an infrastructure for information sharing in Government and related stakeholders.
• Any other duties as may be assigned from time to time.

• Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Information Technology or Information Management Systems or Computer Science or Statistics (Computer Science Option) or Business Computing plus a minimum of a Post Graduate Diploma in any of the above fields from a recognized University/Institution.
• Possession of a Masters Degree in any of the above disciplines will be an added advantage.
• Applicants should have a minimum of twelve [12] years working experience, three [3] of which should have been gained at the level of Commissioner in Government or equivalent level of experience from a reputable organization.
• Applicants should have a thorough working knowledge of public sector management,  policy development, team building and well developed interpersonal skills and capable of working as a member of the Ministry’s Senior Management team.
• Applicants should also have good understanding of the Information Technology Development, International Conventions, Protocol as well as National policies, laws and regulations on communications and information technology.

Applications should be submitted in triplicate on Public Service Form No. 3 (2008)

Applications should bear the title of the post as well as the reference number specified against the vacancy. 

Applicants are free to apply for a maximum of two Posts.

Applicants should attach three sets of certified photocopies of their certificates and testimonials, plus three recent certified passport size photographs.

Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay.  Serving officers may submit in advance a copy of the application directly to the Public Service Commission to enable the Commission to carry out preliminary work on the applications.  Applicants who shall not hear from the Public Service Commission on completion of the selection exercise should consider themselves unsuccessful.

Applicants already appointed in the Public Service shall not be considered for posts in Salary Scale U4 but are free to apply for other posts
