Description:

Major Areas of Accountability

In collaboration with the Country Director develops and recommends policies and procedures. Reviews program operations to determine need for new or revised policies or procedures.
Analyzes hiring and promotional practices to ensure that the organization is in compliance with policy and labor law.
Assists the country director in preparing the budget request for the human resource office. Participates in manpower planning.
Manages recruiting, selection, and placement activities for the organization.
Reviews all applications and determines what field or job applicants are best suited for and provides this information to supervisors as needed. Reviews all interview materials. Monitors hiring practices to ensure supervisors are selecting or rejecting applicants in conformance with legal requirements, particularly policy guidelines
Interprets organization rules and regulations and departmental policies and procedures regarding personnel actions for management, employees, and applicants.
Reviews salary levels proposed by management and recommends factor level assignments, ensuring consistency within existing organizational patterns.
Conducts detailed salary and benefits surveys.
Advises supervisors and managers of their options and responsibilities in taking disciplinary actions. Assists management in adhering to procedural details essential to ensure the successful operation of the disciplinary process. Meets with organization employees and advises them of their options and appeal rights.
Drafts disciplinary actions for review by the country director and legal counsel.

Requirements:

Required Qualifications:

  • University degree in Human Resource Management, Business Management, or similar relevant degree.
  • At least 3 years experience working in the field of Human Resource and administration, preferably in a humanitarian organization.
  • High level of Computer literacy and knowledge of software programs: MS Excel and MS Word.
  • Experience managing and working with a diverse staff and confronting challenging situations.
  • Proven ability to work in multicultural settings and work experience in complex emergency settings preferred.
