Programme Officer - Tanzania

Summary:

Our client is an International NGO that works to combat blindness in developing countries, restoring sight through specialist treatment and eye care. It also works to promote equality of opportunity for disabled people and those living in poverty. It works with local partner organisations in the least-served communities to help establish and support long-term projects and advocate around the issues of health and education.

 

Job Purpose

To enhance the quality of the programme in Dar es Salaam and to ensure that all projects for which the position is responsible for are planned, implemented, monitored and evaluated to the highest possible standards as laid out in the organisation’s policies and procedures.

Through close collaboration with colleagues, partners and others identify areas for programme growth and development.

Description:

Partnership Management

·        Identify partner organisations with whom the organization can work with to achieve the organisation’s strategic priorities of the prevention of avoidable blindness and the social inclusion of people with visual impairment, through both service delivery and advocacy work.

·        Develop and support longer term relationships with these partners that go beyond the duration of individual projects.

·        Support partners in the identification of their own capacity building needs and help facilitate the provision of these needs.

·        Disseminate information about the organization and its work to partners

·        Establish partnership agreements with partners where appropriate

·        Promote shared learning and collaboration between partners by facilitating partner networks and meetings.

 

Information building and technical Support

·        Provide the regional information and liaison officer with additional information, case studies, interesting news stories etc relating to the projects the officer is responsible for.

·        Ensure that the fund-raising and communication department receive appropriate materials and information as required.

·        Participate in all PR activities within the programme.

·        Represent the organization at various forums, meetings and advocate for the organisations philosophy and policies

·        Attend to visitors to and from the projects and partners.

 

Programme management

·        Supporting partners to manage all aspects of the project cycle including planning, implementation and monitoring & evaluation.

·        Working with partners to identify needs for technical support.

·        Supporting the partner to ensure that all project documentation and reports are made available in a timely and accessible way

·        Take the lead in certain programmatic areas within the  programme team

·        Assist the Country Representative and Programme Manager to compile the Quarterly Bulletin and the Annual country strategic plan progress report. 

·        Assist in the development of the programme country strategic plan

 

Financial & Resource Management

·        Assist project partners in the preparation of budgets and forecasts.

·        Monitor expenditure of project financial resources and liaise with the finance officer where necessary.

·        Ensure that partners submit timely financial returns.

·        Ensure that partners manage and utilise project assets as per the organisation policy.

·        Follow up with partners any actions arising from audits carried out by the finance officer or by external auditors.

 

Planning, Monitoring and Evaluation

·        Participate in the development of PME framework for the programme which should include annual reviews, participatory impact assessments, process/operations monitoring and linking & learning forum

·        Together with the programme Manager , take a lead in guiding  project staff and partners  in implementing the monitoring plan/framework and the use of the information in improving  programme implementation as well as reporting progress against the annual work plans  

·        Participate in the development of work plans, progress reports and analysis of reports in terms of problems and actions needed. 

Requirements:

q     Degree in Relevant Field ( Social Sciences, Development Studies, Public Health, Education)

q     Minimum of 5 Years working experience, ideally in an NGO environment

q     Project management skills including ability to implement projects. 

q     Ability to understand and work with project budgets, forecasts and reports.

q     Flexibility to adjust work to schedules and priorities to meet deadlines.

q     Excellent verbal and written English; excellent writing skills and ability to prepare reports and other documents

q     Ability to motivate and guide staff particularly in non line-management relationships. 

q     Experience in working with Planning, Monitoring and valuation systems.

q     Highly organized

q     Computer literate ( MS Office programmes, Internet)

q     Ability to travel regularly
